2014-2015 Quebec Council Action Plan

The Quebec Council is working on its 2014-2015 Action Plan! Below are some of the areas that have been identified on which we wish to focus our attention in the coming Scouting season.

 

Draft 2014-2015 Quebec Council Action Plan

*(For items with an asterisk, we will seek support from Scouts Canada, National operations)

 

AIM 1: Integrate STEM (science, technology, engineering & math), outdoor activities, camping, fitness, environment, international, and community service into our existing programs.

1. Share revised Program Quality checklist with Scouters before the Scouting year, and encourage its use throughout the year.

2. Provide resources to assist with different areas of program delivery, such as fitness challenge and stories of international experiences (ex: Battleship cove, development projects)

 

AIM 2: Develop tools to help parents understand the value of what their children get out of Scouting.

3. Encourage parent participation in programs, and the use of “Bring-a-parent” nights

4. Encourage Scouters/Groups to share calendars with parents, holding a “parent info night” at the beginning of the year, and to list “firsts” that their children experience. Before camps and expeditions, have a Q & A with parents.

5. Produce recruitment resources to attract Scouters, which focus on the personal development, training opportunities, and social aspects of volunteering.*

 

AIM 3: Shift from the idea that volunteers are “leaders” into being “Scouters”. (Specifically, the youth should be “leading” the activities, with Scouter support. This isn’t just a question of changing the naming, but how do we actually empower young people to take on more leadership either within program sections, or in other aspects of the organization.)

6. Formally explain that the youth are “leaders” and volunteers are “Scouters”, and why*

7. Emphasize that not everyone is an appropriate volunteer for a given role – in screening interviews, the strengths of the applicant should be considered to find a suitable volunteer role.

8. Ensure that FLEX, FAST and FOCUS courses are offered regularly, and that this is used as an opportunity to explain to youth the opportunities available to them.

 

AIM 4: Reinforce and put into effect the Volunteer Support Strategy. (the five pillars of orientation, training, program tools, in person support, feedback & recognition)

9. Ensure that all Sections receive a minimum of three support visits per year, and that Groups receive a minimum of three support opportunities per year.

10. Develop functional Areas and Area Support Teams in all Areas

11. Improve myscouts so that it is more user-friendly for parents, and that helpdesk troubleshooting elements are easily accessible.*

12. Incorporate form submissions into myscouts.*

 

AIM 5: Find alternative sources of revenue so that our organization does not rely so heavily on membership fees for its operations.

13. Expand popcorn sales and advertise this fundraiser as an opportunity to donate to Scouting.

14. Support TESC and TSR development.

15. Develop and execute a fundraising strategy to diversify the Council’s sources of operating revenue

16. Increase publicity of Scouting

17. Explore the possibility of reducing registration fees or increasing value of fees (ex: include handbook, multi-family discount)

 

AIM 6: Put into effect a clear safety strategy that positions Scouts Canada as a recognized leader in safety

18. Have incident report information available online through myscouts reporting.*

19. Encourage Scouters to wear their 1st Aid accreditation.*

20. Simplify screening requirements and present them by clearly explaining their purpose.*
