Quebec Council Service Center in Dorval

To all Scouters of Quebec Council,

The theme of the 2014 Scouts Canada Leadership Summit, taking place last March, was of “One Scouts Canada”. Though there are 20 geographic Councils across the country, many of our challenges are the same, and we have much to gain from a greater sharing of resources and expertise. This led to the appointment of Jon Wiersma as the Executive Director for three Councils – Quebec, Voyageur (Eastern Ontario), and Northern Ontario earlier this year. To further support collaboration and sharing between these three Councils, effective August 31st, 2014, the Quebec Council office will be moving to the Scout Service Centre (Ottawa), located at 1345 Baseline Road, Ottawa, ON. The majority of Councils across the country share service centres, and this location is particularly well-positioned to offer bilingual support to our membership.

This decision, made by the Quebec Council Management Committee, consisting of Area Commissioners, Area Youth Commissioners and Deputy Council Commissioners, was not only made to support the partnership of these three Councils. Financially, Quebec Council has been struggling for a number of years. The number of Support Staff employed by Quebec Council has been decreasing over the past several years, and currently, the majority of the Council portion of membership fees goes towards the salaries and benefits of these employees. While we are fortunate to have such outstanding Scouters working to support the volunteers across this Council, it is not sustainable to operate a small, satellite operation with our strained finances. Sharing the professional expertise of a team that works out of a centralized administrative centre is a more cost-effective approach, and also one that avoids making greater demands on a smaller number of employees. Sharing a larger number of employees with Voyageur and Northern Ontario Councils also increases our capacity to support Scouters, while learning from each others’ best practices.

This move will undoubtedly require changes to several of our day-to-day practices, but it is not, in any way, meant to result in a decline in service to Scouting across our province. We will continue to have an Area Support Manager (ASM) working locally who is available to support Groups and Areas, while also expanding Scouting into schools. Council support to Section and Group Scouters, whether coming from volunteers or staff, will continue to be a priority.

The Council team has a duty to our members to provide support to help grow Scouting and offer safe and adventurous programs, but we must also be financially responsible. The changes that will take place over the next several months will no doubt include their own challenges, but the dedication and enthusiasm that is shared by hundreds of volunteers across our province will allow us, together, to continue strong.
